The Naval Museum was opened on 31 August 1897 by Major Süleyman Nutki, with the orders of the Minister of the Navy Bozcaadalı Hasan Hüsnü Pasha and the support of the Shipyard Commander Admiral Arif Hikmet Pasha, in the building belonging to the Mine Detachment Command within the Tersane-i Amire, as one of the rare examples of the world. and Library Administration". It was not classified at first and was put on display as a museum warehouse. Cemal Pasha, who became the Minister of the Navy in 1914, reformed the museum, as in all branches of maritime, and appointed Naval Captain Painter Ali Sami Boyar as the director, allowing the museum to be reorganized in a scientific sense. Ali Sami Boyar published the first catalog of the museum in 1917, and established the "ship model workshop" to make full and half models of Turkish ships and the "mulage (casting)-mannequin workshop" where mannequins were made, laying the foundation for the development of the museum and its current form.

The museum, which was moved to the Nakkaşhane building in Kasımpaşa in 1933, was opened under the name of "Naval Museum Directorate" during World War II. During World War II, it was transferred to Ankara, Izmit and Niğde to protect it from possible destruction. In 1946, it was decided to establish the museum again in Istanbul, and it was first stored in today's Northern Sea Area Command building, and then moved to Dolmabahçe Mosque Hünkar Mahfeli. Under the management of the new museum director Haluk Şehsuvaroğlu, it was opened to visitors under the name "Naval Museum and Archive Directorate" in the autumn of 1948, during the 410th anniversary of the Preveza Naval Victory. In 1956, during the expansion of the Dolmabahçe road, the garage and boathouse building, which were outbuildings of the museum, were expropriated, and the archives and documents found there were moved to the Arabacılar Department (today's Maritime History Archive building) in the northern part of the Dolmabahçe Palace. Finally, on September 27, 1961, it was moved to its current location, next to the monument and tomb of the Turkish Admiral, Admiral Barbaros Hayrettin Pasha, in İskele Square in the Beşiktaş district. It was put into service in its new building on October 4, 2013. It continues to exist as Turkey's largest maritime museum and one of the world's leading museums in terms of the diversity of its collections.
